A count of unhoused people in Orange County’s Second District is underway Wednesday. The district’s recently elected supervisor, Katrina Foley, is overseeing the first-of-its-kind audit.

A study by Orange County United Way found that difficulty securing reliable income and the high cost of housing as among the major factors precipitating homelessness.
